Town of St. Joseph – St. Croix County Wisconsin

Minutes of the Fee Schedule Subcommittee of the Plan Commission – St. Joseph Town Hall - June 13, 2013 – 8:30 a.m.

Call to Order – Carolyn Barrette, Chairperson called the meeting to order at ~8:40 a.m.  Subcommittee members present were Carolyn Barrette, Laura DeRosier and Susan Heuiser.  Town resident Kevin Adkins was also present.

Statement of Public Notice – Barrette said she had posted the agenda.

Review documents on hand – Those present discussed the fees document and additions to it.  The difference between fees, citations, violations, forfeitures, penalties, etc. was also discussed.  How each of these types of moneys are collected and/or enforced was reviewed.  Possible conflicting issues among the various types of regulations were reviewed.

Prepare report to Town Board – Following discussion above, there was consensus among the subcommittee members to recommend the following to the Plan Commission for discussion about recommending to the Town Board.

1. Update the 2008 Fees Resolution to include changes made in 2011 that may possibly not have been officially passed by the Town Board.
2. During the fees review, other inconsistencies have been discovered with citations, violations, penalties, reference to state law, and enforcement that need to be reviewed.  The Plan Commission may need legal advice to complete that task.
